Elijah Perrault 8512ea129a * Added who() to API::IRC. 
* Added hook on_whoreply.
* PRIVMSGs and NOTICEs that would cause a >512 bytes resulting message are now divided into multiple messages.
* Renamed botnick to botinfo.
