This patch adds credit overflow.
cvar: g_creditOverflow
0 > off (default)
1 > overflow to every teammate, cycles throughout team
2 > overflow to higher ranked teammates first
This is originally base on this patch:

The code in that patch has for the most part been completely rewritten to
a) not suck, now matches tremulous indentation style
b) have much tighter and efficient code
c) g_creditOverflow == 1 is less error prone due to b)
d) setting is added to /serverstatus
