GetID3 used now deprecated functions like ereg and set_magic_quotes_runtime. Convert ereg to preg_match and throw an error if magic quotes are enabled on PHP >= 5.3.

Add new directory structure. Tags will contain current and past releases, and stable will contain any bug fixes to the current stable release so users won't have to get the potentially broken trunk build to fix a screwup in stable.
