Compiling cctl-prog with cygwin's GCC may not work. The Linux/OSX version of `cctl-prog` compiles and runs under cygwin.
Run the createdevices.sh script in cygwin to populate /dev.
In cygwin COM ports are available as /dev/ttySX.
