If you enabled "Allow regular registration", your members can register for HiveMail outside of the board, if not enabled, clicking on the "Sign Up" button on the HiveMail index page

will take your visitor to the IPB registration page (with the option of HiveMail email). If you visitor is already registered and logged into IPB, they will be taken to a dedicated HiveMail signup page.
